How Do Website Templates Work?

I have been looking up a lot of pre-designed responsive blog templates and themes online and most of them are pretty cool especially those of wordpress and bootstrap.

And I have spent time scrolling through various designs and their demo.

But I don't know how it works, how are website templates used? I searched and searched, and yet I didn't see a comprehensive explaination on how it works.

If anyone can provide an answer or answers to this, please kindly do, it will be of great help.

From my limited knowledge bootstrap templates are a very nice way of implementing cool designs in a site while it's in the making, while WordPress it's a free site making platform. I'm trying to develop a platform with free courses and I got it in my head that I can do it by myself. It worked until one point cause I'm doing it in WordPress, so it's not that hard of a task, but when I got to the hosting courses on it part it got a bit too tangled for me. Found this WordPress LMS Plugin for Online Courses https://stylemixthemes.com/wordpress-lms-plugin/ which I think is going to work perfectly.
